eThekwini Council adopted a total R75.3bn Medium-Term Revenue and Expenditure Framework for 2026/27 on 29 May 2026. The municipality reports approximately R69bn for operating expenditure and R6.3bn for capital expenditure.
The adopted budget followed a March draft of R74.7bn, with R5.9bn in draft capital spending. The two documents describe different stages of the budget process and should not be treated as interchangeable.
The adopted MTREF is a financial plan. It does not establish that every listed programme has been procured, contracted or spent. Each project still needs its own procurement and delivery record.
What it means
Civic Ledger will track the adopted budget alongside project-level notices, awards and delivery updates. The distinction matters: an allocation identifies intended capacity to spend, while a tender, contract and audited expenditure record show later stages.
