eThekwini’s March budget statement proposed R5.9bn in capital expenditure for 2026/27. The adopted framework announced on 29 May reports R6.3bn, a difference of about R400m.
The comparison is between a draft and an adopted annual budget figure. It does not show which projects received the change, nor whether the additional amount has been committed to contracts.
The adopted MTREF and its project schedules are the correct next documents to inspect before assigning the increase to specific services or projects.
What it means
A budget comparison is useful only when the stage and accounting period are named. Civic Ledger records draft, adopted, adjusted, committed and spent values separately.
